Cosmetic License in India?

Cosmetic license is a certificate that has been issued by the government of India to an individual, company or other entity for carrying out any of the activities mentioned under Section 3(b) of the Drugs and Cosmetics Act, 1940. Under this act, anyone who manufactures, imports and exports drugs and cosmetics in India must obtain a license from the Ministry of Health & Family Welfare.

The following are some activities that need to be undertaken without a cosmetic license:

  1. Manufacture of cosmetic preparations.
  2. Importing of cosmetics. 
  3. Exporting of cosmetics in India (except those exported under a valid certificate).

Cosmetic license is a process by which the manufacturer of a cosmetic product is allowed to market and sell the same in India. The process involves the inspection of the manufacturing facility, documentation of all raw materials used, final packaging and labelling of products, and final inspection before release from customs.

How to Apply For Cosmetic License in India

Cosmetic license is required for all cosmetic products like eye shadow, lipstick, nail polish etc. It is a license issued by the Central Drugs Standard Control Organization of India to manufacturers. The license is compulsory for manufacturers of all kinds of cosmetics.

To obtain a cosmetic license, you must submit an application form along with other documents to the Directorate General of Health Services (DGHS).

How to Apply For Cosmetic License in India

Cosmetic license is a mandatory requirement for all cosmetic businesses in India. It allows the manufacturer or seller of cosmetics and beauty products to import, import, or export the goods with a valid safety certificate issued by an authorized officer.

The prescribed documents for Cosmetic License that you need to submit along with your application are as follows:

  1. Application form
  2. Covering Letter-Purpose should be clearly mentioned with page number and Index.
  3. Certificate from the Indian Council of Medical Research (ICMR) attesting about your qualification/qualifications
  4. Site plan
  5. KYC details of Technical Person
  6. A list of cosmetics with product sheets in the required format for product approval, together with information on their ingredients
  7. Manufacturing Process description with flow diagrams.
  8. Site Master File duly signed.
  9. List of Plant and machinery/ equipment 
  10. Documents relating to the ownership of the brand of cosmetic whether it is registered or under trademark, if any

Procedure For Applying For Drugs And Cosmetic License In India

The applicant has to make application online in the requisite Form COS-5 for licence(Application for grant of a license to manufacture cosmetics for sale or for distribution) or in Form COS-6 for loan license and pay necessary fees as given in fee chart under ‘Forms & Fees’. Fee can be paid through the application portal itself or through Government Treasury challan, under Head of Account 0210- 04-800-02-00 Other receipts

Competent Person (S) Responsible For Testing

  1. Medical fitness certificate indicating complete investigation. 
  2. Appointment letter of the employee-attested photocopy. 
  3. Joining/acceptance letter of the employee-attested photocopy. 
  4. Affidavit on behalf of the appointed competent person responsible for manufacturing.
  5. Qualification certificate
  6. Certificate of approval as Analytical chemist by the competent drug authorityattested photocopy.
  7. Original copy of an experience certificate on a letterhead with the issuing company’s licence numbers.
  8. Passport size Photographs-1 (attested) and 4 (unattested).
